The Ministry of Health of Ukraine has assessed the losses of medical infrastructure over three years of full-scale war.
The enemy systematically and deliberately targets civilian infrastructure, including healthcare facilities. Over three years of full-scale war, russian forces have damaged and destroyed 2,285 medical facility buildings (1,984 were damaged, and 301 were destroyed).
The most significant losses occurred in hospitals in Kharkiv, Donetsk, Mykolaiv, Kyiv, Chernihiv, Dnipropetrovsk, Kherson, and Zaporizhzhia regions. It is impossible to obtain complete information about the destruction of medical facilities in the temporarily occupied territories.
Additionally, russian forces damaged 242 emergency medical vehicles, destroyed 273, and 80 were stolen.
The current needs of the healthcare sector are estimated at approximately 17 billion USD, with short-term needs for 2024-2026 of 3.6 billion USD. However, due to ongoing missile attacks, these needs continue to grow.
Despite numerous attacks and shelling, one of the state’s priorities is the restoration of damaged infrastructure. The restoration of medical facilities affected by the war is ongoing using state funds and support from international partners. Currently, 594 medical facility buildings have been fully restored, and 370 have been partially repaired.
The most of restored facilities are in Mykolaiv, Dnipropetrovsk, Kyiv, Kharkiv, Kherson, and Chernihiv regions. These include medical facilities in de-occupied areas and those that sustained minor damage, such as broken windows, roof, and facade damage.
In 2024, 124 medical facilities damaged by russian attacks were successfully rebuilt and put into operation.
Also, near the frontline efforts to restore citizens’ access to essential medical services are ongoing. Specifically, modular primary care clinics and modular stations for emergency medical teams are being established in these regions. This project is being implemented within the partnership between the Ministry of Health of Ukraine and the World Health Organization.
